I've never used GIMP myself, but here is a tutorial for changing eye-colour. It may be similar.

I know you can do it in Photoshop; I've heard GIMP is no where near as powerful in comparison.

If you go to Colors > Hue - Saturation and mess with the blue and cyan, changing the hue to red and knocking the saturation down a little, that might do that trick:
